Aside region search bar block not clickable due to Login block overlaps on search block.

1. Install Smarty Admin theme and set as a default theme from Appearance.
2. Click on search bar block from left sidebar

I have tested MR 4. Now Search bar is clickable.
i moved it to RTBC.
