Button for saving a new translation missing

Problem/Motivation

If you want to add a new translation the "Save this translation" button (and the others) are missing. It's currently only possible to edit existing translations.

This might have come in either with a newer Gin, Gutenberg or Drupal 10.3 release.

Thanks a lot for finding and providing the patch Stephan, merged. I also tagged 1.1.11 since this seems to be major.
