[POC] Adapt installation profile as a recipe

Problem/Motivation

The fact that Sobki is an installation profile forbid any installation on an existing website.

Proposed resolution

Our goal is to convert all the actions performed by Sobki installation profile to a Sobki recipe ( https://www.drupal.org/docs/extending-drupal/drupal-recipes → ).

This would help implementing Sobki on an existing website.
Please test this to see how stable the recipe format would be for our project.
