Change core_version_requirement to "^8.8 || ^9"

The value of core_version_requirement currently used is ^8.8 || ^9 || ^10.

Drupal core contains @deprecated more than 40 times, for which the deprecation message is and is removed from drupal:10.0.0. This means the 3.x branch cannot really be used with Drupal 10.

core_version_requirement needs to be changed to ^8.8 || ^9.
