Admin Toolbar menus are repeated and displayed more than the 'Admin Toolbar Tools settings' setting

Problem/Motivation

/admin/structure/menu path
1. Display ‘All types’ and ‘All menus’ on the menu
2. Set ‘Maximum number of bundle sub-menus to display’ to 20 in /config/user-interface/admin-toolbar-tools configuration. The number of displayed items is much higher than 20.

Steps to reproduce

1. Enable menu_ui module
2. Access /admin/structure/menu
