Importing taxonomies to a clean site. One vocabulary was not present on the site, this was flagged upon navigating to structure sync page.
One could not uncheck the box next to the missing vocabulary.
Tried to import all the other vocabularies available, this throws an error.
after several refreshes, was able to import the remaining vocabularies and correct the structure_sync config file by re-exporting it without the missing vocabulary.
migrate structure sync between sites, remove one of the vocabulary from target site. try to import the vocabularies/terms, but can't unselect the missing vocabulary.
list the missing vocabulary to allow it to be unchecked / unchecked by default / with greyed out selection until vocabulary is created
or
don't proceed to import the missing vocabulary that ends up in error

Hi,
I have successfully imported all available vocabularies without any errors. Missing vocabularies have been added to the options list and will remain unchecked until they are created. Please review the patch.
