[Styles] Improve table responsive styles

Problem/Motivation

The table responsive styles start to work only for table and mobile modes.

Steps to reproduce

  1. Go to the Create Topic page.
  2. Go to the Ckeditor.
  3. Add the table with a lot of rows and cells.
  4. Add content to the cells.
  5. Save and check the page.

Proposed resolution

Add responsive table behavior for all modes.
