Provide default string as note in string_tmgmt XLIFF file export

Problem/Motivation

The XLIFF file export in tmgmt does not provide the default string. The string ID by itself is hard to interpret for translators.

Steps to reproduce

1. Install string and string_tmgmt for translation management.
2. Export any string as a XLIFF file for the translation job.
3. Inspect the XLIFF file and find no indication of the default string.

Proposed resolution

Use the #label in the translation job to indicate the default string. Use the translation source plugin provided by the string_tmgmt module.
