Problem/Motivation

With Project Browser set to join Starshot and Drupal Core, it will be helpful to update the menu links provided by Admin Toolbar to include the "Browse" route.

Steps to reproduce

Install project_browser and admin_toolbar_tools

The "Browse" route shows in tabs, but not in the dropdown menu.

Proposed resolution

Conditionally add a menu link to the project_browser.browse route if the Project Browser module is enabled.
