Refactor permissions

Problem/Motivation

Refactor permissions and remove most of them for self evaluation sub entities. The main idea is to allow to manage theme, question, threshold, question choice related to a self evaluation if the user can manage the self evaluation, and one of theses permissions : "manage any entity_type_id" or "administer self_evaluation" or "manage entity_type_id editable self_evaluation"
