Move JS library definitions into libraries.yml

Yeah, I added nearly as many lines to the .module file as I moved to the libraries.yml. But I felt like the query string needed to be cached.

I won't disagree with you, that was the quickest solution I could come up with when I was migrating the module to D8 from 7.

As long as it continues to work, it is fine with me.
