Onesignal appears not to be in drupal repository

Problem/Motivation

I cannot install OneSignal because it seems to be missing from the repo.

Steps to reproduce

composer require 'drupal/onesignal:^3.0'

returns

Problem 1
- Root composer.json requires drupal/onesignal, it could not be found in any version, there may be a typo in the package name.

Proposed resolution

Make sure onesignal is in drupal repository
