Fix FullyValidatable in module schema

The FullyValidatable constraint is in the wrong place in the schema tree.

Move the FullyValidatable constraint into the config_object root from the current broken level.

Need this merged for the code in 📌 Use #config_target and validation constraints for settings Needs work as it is minimum core of 10.3.x and this MR does that.
