Create hook update to fix the description at EPT Webform

Problem/Motivation

On 🐛 Wrong description on paragraph type webform, since it's saying about extra block type Fixed the description of EPT Webform was updated
It's working fine
For new sites that install, the yml on config/install will be ready
it'll works fine
However for sites that already have installed is necessary a hook_update_N to also applu this update
It because on update, the yml on config folder isnt't applied automatically
