How Are Bundled Widgets Accessed?

Problem/Motivation

Sorry if I'm missing this somewhere, but for the life of me, I can't see how to access these widgets. I'm running a site using 10.3 and I've looked and looked and cannot see how to access/implement these widgets (alpha, oscar, sierra). Can someone provide that information?

The closest I can find is here: /admin/config/regional/recurring-date-interpreters

When I try to add an interpreter it asks for a plug-in and all that I see is RL interpreter.

Thanks for any guidance.
