[2.0.0-alpha3] WysiwygWidget bug with one text format

Problem/Motivation

When a website has only one text format, the WysiwygWidget is not behaving well on multiple editions.
First Edit, shows the format selector. successive edits do not show anymore the selector, and the format is then missing from the configuration,
provoking bugs.

This behavior is a side effect of TextFormat class under certain conditions.

Proposed resolution

We alter the text_format element to undo some weird things done in \Drupal\filter\Element\TextFormat::processTextFormat()
