Set requirement on media for sync

Problem/Motivation

When installing the sync module, then go to the settings form. You'll get a fatal error when the media module is not installed.

Steps to reproduce

Install Drupal with minimal profile.
Install Cloudflare Stream Sync
Go to the settings form
You should see the error

Proposed resolution

Set requirement in the sync module for media.
