Add method for BatchOperation description

Problem/Motivation

It would be nice if every BatchOperation had a spot in the code, to declare a description (longer than the title) that could be used to describe the purpose, the risks, and anything else that is noteworthy that should ride along with the script.

It is not clear at this time whether this should be a property or a method that is part of the interface, but has a placeholder in the base class to make it optional.
