Do not add disabled js where they were not used

Problem/Motivation

I added the google analytics js file as disabled js in the eu cookie. I set google analytics so that it does not measure on the admin pages. Therefore, by default, analytics would not include the js file in the admin pages. However, if I accept the eu cookie banner, it will also be placed in the admin pages.

Is it somehow possible to insert the disabled js only where they were used anyway?
