Release Notes: Uninstall jQuery modules before 7.0.x upgrade

Upgrading to 7.0.0beta1 cannot get past Database updates without uninstalling jQuery Date Picker, Slider, and Touch Punch modules first.

Add message on Release notes page to uninstall modules before upgrade.

There's a banner on the module page about it.

That banner only says that the modules are removed. Release Notes should warn about upgrading without uninstalling.
