Actions should not show on views bulk edit forms

Problem/Motivation

When configured, actions are shown on views bulk edit forms. This makes no sense in this context. Additionaly 'entity_reference_autocomplete_tags' will not work properly in this combination.

Steps to reproduce

On content overview page select some content and choose 'Edit content'.

Proposed resolution

Prevent ERA to be used in this context.
