Formatter 3rd-party settings support

Problem/Motivation

A formatter may receive additional settings as third-party settings from other module. Currently they cannot be configured

Proposed resolution

Add a new `third_party_settings` field column.
Provide an update path

Remaining tasks

None.

User interface changes

The widget shows now also 3rd-party settings form elements.

API changes

None.
