Problem/Motivation

Currently, @jesse.baker is on PTO. @bnjmnm will be next week. I'll be at the end of next week.

Currently, the CODEOWNERS will block merges while some people are absent.

Proposed resolution

Discussed with @tedbow + @hooroomoo.

We agreed to temporarily 1) remove the "both must approve" requirement for the DX: JS bucket and 2) add Felix Mazeikis + Ted Bowman to all the server side pieces, to keep things moving.
