Converting from Legacy-project to Recommended-project

Where can I find procedural notes describing how to convert from Legacy-project to Recommended-project for a Drupal 10 site?

Recent incidents of "composer update" have caused plugin not found errors. I am wondering whether this is related to the use of Legacy-project.
