[Meta] Update and post Innovation Initiative plan

The vision → for Innovation Initiative → came out of strategic goals the Drupal Association set for 2023 to 2025.

A catch-all initiative aimed at accelerating innovation and increasing contributions to Drupal. Discover more about this initiative and find out how you can actively engage and contribute to the ongoing innovation within the Drupal community.

Initially spearheaded by @alexmoreno and the Innovation working group (see " What's next for (Drupal) innovation → " for more context), the initiative as evolved over recent months as a group of contributors with overlapping goals joined the #innovation Slack channel and proceeded to support and extend the effort by drafting and implementing the following plan.

Problem is there's a disconnect with the Innovation working group and some of the other efforts listed as part of the this catch-all initiative → . It's also unclear how the various teams and working groups can work together and not duplicate efforts.

To remedy the situation we can use the initiative template → as a guide and define like we're proposing a community initiative.
