Consider Generators for Plugins

Problem/Motivation

It would be great to support drush commands that can generate plugins for devs, effectively saving time on grunt work.

Remaining tasks

* Create a drush command that allows the generation of Plugin within a module or a theme.
* Add documentation page detailing the generators and how they work.
