Deinstallation deletes system roles

Problem/Motivation

I deinstalled the Rate module and run again into this: As already written in 🐛 After uninstalling the module the Anonymous and Authenticated user roles where deleted! Active there is a problem with deinstalling most or all voting modules if there are permissions set. The deinstall routine wants to delete the selected roles - even authenticated and anonymous.

Proposed resolution

Remove all permissions before deinstallation

Don't delete roles on deinstallation
Check core, why this is allowed
