Red Asterisk Not Showing

Problem/Motivation

For content editing and creation, the red asterisks are there for admin users, but not for other authenticated users;
For webform, red asterisks don't show up for all users.

I am not sure whether it is something the theme can help resolve.

Additional information:
1. the authenticated users do have correct permission to create or edit the content;
2. Although the asterisks are not showing, system do verify these fields correctly.
