Add banner to take user to Drupal slack channel from issue related pages

Problem/Motivation

I was trying to figure out how to get more new people into the Drupal community. One idea I had was about inviting more new visitors to visit us in our Drupal slack. This will allow new users to experience the community first hand without getting lost / intimidated in the issue queues.

Proposed resolution

So I am proposing that we add a block to the right side bar with a banner welcoming the user to "Chat with the Drupal Community to get help" or something like that. This would be most helpful in issue related pages where random visitors would land from Google searches. However this might work well from documentation pages, module home page etc.

We could also add a navigation to the main menu navigation.

I hope this is something quick to implement and try out. We can also measure how this impacts signups as well as new post activity in Drupal slack.
