Add @larowlan to CODEOWNERS for /tests/: he has been providing thoughtful reviews, this grants him the ability to officially approve MRs 🥳 Thanks, Lee!

See for example https://git.drupalcode.org/project/experience_builder/-/merge_requests/2..., which has helped prioritize 📌 Unit tests for PropExpressions to go to/from string representation + single StructuredDataPropExpression::from(…) method Fixed .

(To clarify: we're definitely open for Lee to own specific areas, but for now this will ensure he can explicitly sign off on MRs making back end changes, which should generally come with tests and hence can now be approved by him.)
