Add Hide action to the block actions

Problem/Motivation

Adding new action to hide the block without removing it, so it can easily unhide again to be visible to users.

Steps to reproduce

Given that we need to hide some blocks
When we want to keep them hidden without removing them
Then we have to add new hide action to block actions

Proposed resolution

To add an action for hiding block to be used to hide block content without removing it. so this option will keep the block visible inside the layout builder with some styles otherwise, it will be prevented from rendering on the end page.
Note: given that this patch #144 ✨ Add visibility control conditions to blocks within Layout Builder Needs work from Drupal core needed before applying any patch from this issue.
