Improve "Remove block" modal: Sizing, title and layout

Problem/Motivation

When a "Remove block" modal opens, there are a few UI problems that seem related to the use of the modal itself:

  • Width is too narrow for the full title to be visible. Or, the title does not wrap to make itself visible
  • Duplicate "button area". The LB+ "Remove" button is separate from the "Cancel" button

Steps to reproduce

  • Open any Layout page and click Remove block from the inline pencil menu of any block.
  • The confirmation modal opens with UI issues

Proposed resolution

Change the modal to something like:

Remove block?
-----
This will remove the XYZ block from the current layout.

This action can not be undone.
-----
              [ Cancel ] [ Remove ]

Extra points if we can make the Remove button be a scary color.
