GitlabCI: clean up phpcs errors

Problem/Motivation

Now that this module is having GitlabCI run automatically, we should make sure existing issues are cleaned up and then failures are not allowed moving forward.

Proposed resolution

Clean up the existing issues found by phpcs and then update the CI firm to not allow failures.
