Install the user module in the site install process

Problem/Motivation

We I try to run the install process with a MongoDB database, the install proces tries to create the anonymous and the admin user. For MongoDB a module needs to be installed, before an entity instance from the module can be created.

Proposed resolution

Install the user module in the install process.
