Clean up cspell errors, disallow failure

Problem/Motivation

GitlabCI was added in 📌 Add Gitlab CI Fixed , but now we have visibility on a number of issues identified by cspell.

Proposed resolution

Resolve the issues so that the cspell checks pass, and then disallow failures. This will require:

  • Fix the actual spelling errors
  • In the README, disable cspell checks for the Maintainers section
  • Add a .cspell-project-words.txt file for project-specific words that are valid
  • Update the .gitlab-ci.yml file to disallow cspell failures (once they pass)
