I've faced with a problem, when user is redirected to complete step /checkout/id/complete url but gets 403 error.
After some investigation, I've noticed that module introduces this permission but does not have any logic that use this permission:

Use module to pay donation and expect Thank you page on complete step
Add code that will use permission

I've checked more and realised that proper url is /donate/id/complete
True, it was never implemented but as you note the project works correctly to view one's own complete step
