Since 3.0.x is more-specific, it takes precedence over 3.x. So 3.0.x will remain the dev release for the 3.0.* series.
I recommend using 3.0.x until you are ready to start making divergent changes for the 3.1.* series. At that point, make sure everything from 3.0.x is merged into 3.x and continue using 3.x. Then 3.0.x will be for any back-ports that are made.
