Support default_argument_skip_url views setting removal checking in Upgrade Status

Problem/Motivation

In https://www.drupal.org/node/3382316 → the default_argument_skip_url Views setting has been removed. We are not detecting this and there is no general solution for this. We need at least a one-off solution.
