Help Link is not working

Steps to reproduce

After installation goto configuration of the module and click on help link.

TypeError: Drupal\user\ModulePermissionsLinkHelper::getModulePermissionsLink(): Argument #2 ($name) must be of type string, array given, called in /var/www/html/web/core/modules/system/system.module on line 993 in Drupal\user\ModulePermissionsLinkHelper->getModulePermissionsLink() (line 47 of core/modules/user/src/ModulePermissionsLinkHelper.php).
