Fix failing test

Problem/Motivation

With the latest changes in the 2.0.x branch it shows that when 2 tours are added to the same route the weights aren't properly merged together. This can be seen the failing tests.

Proposed resolution

If more then 1 tour is on a page merge the tips and order then.
