Allow modules to alter pane visibility

We have a use case where we want to expose some order fields as a checkout pane, but only want the pane to be visible under certain conditions, I've created a patch that adds an alter hook to the checkout pane so other modules can set the visibility. It passes the order and form display entities which should allow other modules to have the information needed.
