Add a "User's Flaggings" view relationship

Problem/Motivation

The 8.x version of the Flag module lacks a relationship with "Users Flagged Content" in a User View (this feature existed in Drupal 7, but was remove in the migration to 8). This would provide the ability in a User-based View to relate to the user's flagged entities.

Use Case

A common use case for this feature would be to display a list of users who have flagged a specific node. By having a "User's Flaggings" relationship available in User Views, a contextual filter could be applied using the "Entity ID" of the flagged node. This would enable the view to dynamically display users based on the node ID provided through the contextual filter.

This patch add the feature and works in my use case. Although it obviously needs review to determine if it's production ready.
