Title 'Explanation or Submission Guidelines' Not Showing

Problem/Motivation

My editors need guidance on what to put in the Title field of various unique content types. To this end I want to add a note in 'Explanation or Submission Guidelines' for each content type with which they may need help. The problem is that this field doesn't show its value on the 'Content Add' form.

Steps to reproduce

When I edit a content type (or when creating a new content type), add text in 'Explanation or Submission Guidelines' and save, the text does NOT appear in the Add Content form for that content type. This is true even after a drush cr command.

Proposed resolution

Add the Explanation or Submission Guidelines to the 'Add Content' form.

    Is this a specific problem related to Gin? Otherwise you're better off looking for a module which can provide you this functionality or writing your own small module which does that.

    Enable the Help core module.

    In addition to enabling the Help pages, it also renders the submission guidelines text on content type forms.
