Add support for hiding the General settings

We're starting to more extensively use Webform in our intranet buildout, and want to expose more formbuilders to the breadth and depth of capabilities Webform possesses.

Webform Simplify allows us do this, while restricting users from doing certain things we don't want them to do, or at least don't want them to do without guidance and oversight.

Unfortunately, the one option we cannot currently hide from our form builders is the ability to modify the "URL path settings", "Allow users to post submissions from a dedicated URL", since that option is on the "General" tab, and there doesn't seem to be any way to restrict that tab.

Assuming we, as administrators, default this option unchecked, disallowing this tab would allow form builders to create forms, but if they couldn't attach them to a node (which we can prevent by not giving them node edit rights), would keep the form from being slipped into production without being vetted.

Would an 'Edit any webform general settings' permission suffice for your use case?

Thank you for the quick response! It would absolutely suffice. I just want to be sure that removing all permissions, which would result in a blank settings page, doesn't cause any headaches, since the General tab is the default.

I would love to see further development that lets us be more granular in what items on a given tab are hidden or exposed, but for now, the ability to block the General tab, in addtion to any other tabs, would be great.
