Chane description of jQuery MatchHeight option

Problem/Motivation

Because the jQuery MatchHeight library was disabled for Layout Builder pages (here), we need to update the description for this setting.

Proposed resolution

Change description to:
'#description' => t('MatchHeight makes the height of all selected elements exactly equal.</br><a href="https://brm.io/jquery-match-height/">https://brm.io/jquery-match-height/</a></br>While this used to be a tricky problem, it is advisable to use modern CSS like Flexbox and</br> CSS Grid. These settings will be ignored on pages that use YMCA's Layout Builder (via the "y_lb" module).')
