Add option to allow copy language from 'site language' field

Problem/Motivation

A use-case that I've stumbled upon multiple times, is the need to be able to set the admin language to the same value as the site language on user create.

If the desired language is not the same as the default that can be set using this module, you still have to edit each user after creation.

Proposed resolution

Add a new option to the 'Default language to assign' list name 'Use site language preference', to use the value of \Drupal\Core\Session\AccountInterface::getPreferredLangcode instead.
