The current user-interface for paragraphs creation and editing isn't very (end-) user friendly and tends to bad UX.
I guess there's room for improvements in all paragraph types, but for example image / text is a good example.
For (end-)users I think this is really important for acceptable UX and we're not at a level where we can see this as feature request or improvement, so I'm categorizing this as bug that we should target soon.

The settings order is already correct, I think because settings should be close to their parents, e.g. image link, size, crop, ... should be close to the image.
The key problem ist the visual prominency of the settings, especially when they have long descriptions that attract the focus.
