Problem/Motivation

In the Toolbar Plus module currently, LB +, Stylish, and Edit+ are all hardcoded buttons so there is no capability to expand or take away tools based on what modules you have. If a user has toolbar+ installed, but lb+ isn't installed the lb+ button would still be there.

Proposed resolution

So to fix this problem we need to create a plugin system where the modules add the tools in the toolbar instead of toolbar+ adding the tools in the toolbar.
