Activity bundles should be managed automatically

Problem/Motivation

Basically activity bundles correspond to ActivityAnswer plugins. There's no point having bundle add / edit / delete forms, instead we could have a single enable / disable checkboxes on a general settings form that manages those bundles plus field UI links on the enabled ones.

Needs UX consideration on where the field UI should be.
