Scroll to top button overriding mobile menu

Problem/Motivation

Scroll to the top button overrides on the mobile menu I am adding a screen recording for better understanding.

Steps to reproduce

Install a theme
Add some content like a menu, articles etc
Switch to the mobile viewport and scroll until you see the scroll to top button and click on the hamburger icon. You will see that scroll to top button is coming on the mobile menu.

Proposed resolution

Need to fix the scroll to the top button so that it won't override the mobile menu.

Verified #3 patch on 9.5.x, the overlapping issue of scroll to top with menu on mobile is fixed. RTBC++
